short answer is yes, but.... Particularly on my 945, the start/stop button has a "double click" feel so it would be easy to not visually confirm and think you had started an activity, but have not. As long as you push hard through the 2nd click then it works. I don't think this is what garmin designed or else there would not be many folks that have no double click issues. I have a 935 and 735 before that and..... None of them had this issue.
I got a 945 today. All the buttons have a nice tactile click except for the down button. It sort of has a double click, which I've seen others describe. Just sort of sloppy, but acceptable. I've had about 5 or 6 Fenix watches, and they all had some mushy buttons except for the 5x plus. I returned some of them to get better buttons. I'm happy with the buttons on this 945. Except for the down button, they are all equal to the 5x plus.

If I push many times, like "warming it up" it unstick, but still feels very hard to press.
Never had this issue with the 935, might be it was a later batch from Garmin.
After some min. or hours returning for usage, the issue is returned.
I sent my 945 in for the same poor buttons as everyone else plus very poor battery life (four days). Support said they would send a replacement as soon as they received mine but two days have passed since they signed for receiving the UPS shipment and support is now ignoring my emails. I called and the rep said they haven’t marked it as received despite acknowledging that the package had been signed for by them. I should have just returned it to REI and walked out with another. If anyone else is thinking of doing an RMA just return it to the seller instead. Garmin is telling me “tough” and saying they can take as long as they want before acknowledging that they have received it and turn around a replacement.
