I bought my Garmin FR 255s Music last week through Garmin store (Netherlands, so Europe version)
Used to have a Samsung Watch and wanted a more advances watch which will help me train for a half marathon. Like mentioned here, it's not a cheap watch and bought it through Garmin store, seemed better in terms of support. Well, that didn't work out as expected. Can't download Spotify just like everybody else here apparently. Tried so many things but they all didn't work. So I'm really amazed by the fact that Garmin is already aware of this issue for a long while but doesn't communicate this to new users. I'm stuck on 13.21 though.
I'm not happy with workarounds. Garmin should just fix this!
I just had the support by phone and they told me the issue was known. For now, their official response, while it's not corrected, is to enrol in the beta program.
They told me their ticket about this issue had just been escalated yesterday. For reference, he even gave me the ID of the ticket: PSC-354798. I post it here as it may ease your discussions with the support in the future.

Got my watch today and I am stuck on 13.23.
Seems like we (the others on 13.23) can at least be thankful we are not stuck on something older like some poor fellows here. I will contact Garmin Support through phone tomorrow and see if I can get any more information.
Same issue here: two FR 255S Music watches bought this week are stuck on old firmware versions, one is at 11.14 (so no Spotify without workarounds) and the other is at 13.21 (seems to have some issues with stability and charging). Wasted lots of time trying to resolve the issue (countless restarts, resets, retries, with Connect and Express, with Beta and without, no luck). Very disappointing!
