I’m seeing similar issues. Forerunner 165 on v27.09 and I’ve gone through all the usual steps: Garmin Express update/sync, restarts, and full factory resets.
Heart rate data is still all over…
I reported the issue to Garmin support for my watch. Had to send them a data dump from my watch using Garmin express on PC. They seem to be well aware of the problem but were unable to give me a timeframe for a fix. Not sure why they have not replied on this forum. Notebook check has reported it on their website.
I think they deployed this buggy FW27.09 with pure intention to destroy all Forerunner x65 models to make the way free for the newer x70 series...no other reason is explainable. Interesting that no channel in this forum is opened from Garmin to this topic. This underscores that there is no intention to change anything about the problem. Time to switch the manufacturer.
That would be a very dumb move, as Hanlon's razor says "Never attribute to malice that which is adequately explained by stupidity.", I think this is sloppy software development and bad quality assurance, I would certainly not buy another Garmin watch if this was an planned scorched earth obsolescence procedure, and word of mouth/reddit/forums will expand quickly if so.
This issue is being picked up by some tech news sites now too.

Hi, I'm having similar issues over the last few days. Mainly with regard to very unreliable HR (staying stubbornly in the 70bpm range despite significant exertion). I haven't paid much attention to steps or sleep so can't confirm whether that'd impacted my watch.
