Minor bug, just installed 19.20 but still shows up as 16.70 in Garmin Express. The version is correctly displayed on the watch itself. In Garmin Express under Tools & Content, is does show 19.20 correctly too.

When you manually install an update, it will not show that in Garmin Express, Garmin Express I believe only shows the version that Garmin…
This is perfectly normal. Express shows you the stable version Express would push to you. I see the same, as I have manually installed the Beta's and now the official 19.20
Nothing to worry about.
