Sorry, but there is no Garmin Lock feature on the fenix 6 Series watches.

Garmin Lock is an anti-theft feature. You can set a 4-digit PIN (personal identification number) that you enter every time you turn on your device. After you set your PIN, you can also set a security location. The security location is an actual physical location that your device stores in case you forget your PIN. To unlock the device with the security location, it must be within 50 meters or about 164 feet of the set location.
To enable Garmin Lock:
Follow the above steps to change the PIN or security location or to turn Garmin Lock off.
Write down your PIN and keep it in a safe place. If you enter the pin incorrectly by mistake, unplug the device from any power source and turn the device completely off. Power the device back on to view the pin code entry pad and enter the correct 4 digit number. If you cannot remember your PIN, you can always return to your security location to unlock the device.
Note: If you forget your PIN and your security location, Garmin Product Support cannot unlock the GPS.
Outside of the Garmin Pay feature? Something similar to a cell phone?

I have some 2FA settings and I don't feel too comfortable knowing that if it's in others hand it will be possible to generate 2FA codes.
That is why a startup PIN is highly desired.
Or at least a possibility to lock with a PIN code some apps or widgets like the Garmin pay.

I wonder why Apple watch is so expensive when it doesn't even have topo maps offline. And so bad battery life.

Here, in our country, the Apple products like you pointed at are not so popular.
But the new Vantage V2 might be a good alternative.
Is an awful thing to have a simple security feature like a startup PIN?
If you have 2FA codes on your watch, I would guess it is a CIQ app you are using. I would suggest you send an email to the developer of the app making the suggestion that they add a security feature to protect the app with a pin or similar.
