For activities like cyclists, my Fenix only shows the right pulse when I start an activity on the watch. If I don't do this, the pulse will remain 40-50 beats below the actual pulse.

Today I received a reply from Garmin regarding OHR (In)accuracy outside an activity. To quote the most significant part of the reply....
"....depending on what activity the watch is on it will use a different algorithm to detect heart rate - as you know, by default without an activity it will just sample. Because the watch itself isn't in an activity it won't be accurate...."
I leave you to draw your own conclusions about how Garmin values its paying customers or their own engineering skills.
For me the answer was pretty much that it uses some "generic" algorithm on "watch mode". I have to disagree as it doesn't follow heart rate on that mode at all or at least above 100bpm.
Your's seems to be working ok. Which model and are you having sw 6.10? Any specific setting on? Abnormal heart rate set to some bpm? Have you made any soft or hard resets to watch at any point?

That’s amazing. It means that everything people are looking at for metric are all inaccurate and skewed. I’m so glad I got rid of my Garmin now. I’m done with them. Goodbye.

I'm not so sure about HW problem, because at least in my watch OHR starts to work ok if I select Cardio or Running activity.
