Both with GPS or paired phone sync, the time is off by 7 seconds on my fenix 6!
Do others have the same issue?

Yes, something is going on, but I don't know exactly what. This morning, as is my habit, I casually compared the displayed time on my 6X Pro with my time reference and saw the same thing you did -…
Sync using GPS does not correct displayed time.
Again this morning, my fenix 6X Pro was displaying time about 10 seconds slow. To correct this, I tried the following:
1. Sync with Garmin Connect Mobile…
The 1980‘s GPS clocks have a accuracy of one second in three million years.
Same issue is present with the Forerunner 945.
A thread is existing discussing it there: https://forums.garmin.com/sports-fitness/running-multisport/f/forerunner-945/172340/bug-time-is-approx-15s-late-after-gps-time-synchronization
Furthermore a ticket with Garmin referring to the issue is already existing with the reference << Reference ID: 14843294K0 >> <Q#:1000705>
I hope this problem will get fixed. I have this 7 seconds error which I cannot correct with either sync with GPS or iPhone or sync with Express.
I also have a Garmin Instinct which syncs fine and corrects any time error straight away.
For me it's already fixed. I have only about 1 sec. off after GPS time sync or after GPS activity.
Your lucky. I have tried everything and had no success
I will try to make some video for you. It's pitty that these watches do not use a crystal oscillator so, running constantly, it will be less accurate over time than an old cheap quartz Casio with a crystal. :(
As mentioned before, if you perform "an activity" then the watch will synchronize to the GPS time with a small offset of 1 to 1.5 second... So at least it does synchronize but with an offset.
However the "Time Sync" function (either with GPS or Phone) does not work. (Instinct GPS sync does work).
Also another minor bug is related to the Sun Rise and Sun Set times: the times shown are those of the day before not of today ...
Instinct has the same problem.
Minor bugs which IMHO should be easier to fix than the HR Ox Sat or Sleep ones.
I have tried performing an activity (3 times) and I still have the 7 seconds offset. Everything is latest version.
same here - although my offset is "only" about 5 seconds.
Look how it works in central Europe with 4.20FW
