I agree. We can see the amount of actual ratings in the top section. The ratings without review (text) shouldn't be displayed separately.

If there is no text, it's 100% USELESS! You have no idea what the reviewer is even complaining about!
Your numbers strike me as odd, so it's got to be you are doing something different than others. My OWM widget has about 87k downloads and 160 reviews - what seems typical for many unpaid apps in the store.
Do people think a review will get them a free unlock key, as was the case with some paid apps in the past?
What's "odd" to you is normal to me. No, I don't offer people anything to leave a review/rating.
Again, this isn't the issue. The issue is that Garmin is showing these rating with no text which is the "odd" thing here compared to every other rating/review system that I've encountered.

It’s odd that you are “defending” what Garmin is now doing. And not very well either.
What Garmin is now doing doesn’t make much sense and isn’t useful. It also appears very unusual.
Yeah, that explains. Looks like his "upload script" automatically pushes also a 5 star rating, without a review text. That also explains why he's extremely against displaying the rates without test... And also why he releases a new version every day
