Is it possible to upload a file to a device on sync or something like that?

I want to load a json or xml file on to the edge 530 to add some config data and maybe update a layout. Can this be done when the device is sync’d or something like that?

You can either copy the file when it's connected to a computer, or the app can download it from the internet, or you can write the app in such a way that the things you want to change can be configured in settings

While you can copy a file from a pc/mac to a device, there is no way in CIQ to access that file.

You can use makeWebRequest to load json data, but it is a non-trivial process.

It's the best way to do it, and doing a background service really isn't that bad. Here's a thread from 6 years ago, where it's discussed. There's a simple sample included that doesn't do makeWebRequest but demonstrates a simple background.
