Downloading SDK on a Mac running Catalina

I am trying to download the Garmin SDK for Mac on my MacBook which is running Catalina. When I click on the accept and download button it takes me to another webpage that has a bunch of symbols. There is no active download. Anyone know what's going on with this or how I can actually download the file?

Yeah this is an issue I reported over a year ago, but I guess it was never fixed.

One workaround is to use Chrome. Another workaround (in Safari) is to right-click (two finger click or Option-click) the download link and select Save As.
