Temperature alarm widget?

Is it possible to create a widget that alerts you when a certain temperature (definable by the user) is reached (with a connected Garmin tempe sensor)?

This would require a background service that runs every 5 minutes, The way that a background works is it can run at most for 30 seconds at a time.

And with a tempe, it can take a minute to connect, so the background wouldn't connect many times it's attempted.

Plus connecting to the tempe would be a significant battery drain in this case.
