A workaround that worked for me was change one of the planned workouts a little (added 1sec to a training) and then is wants to upload all planned workouts again. This solved the problem for me at least…

Exact same issue here :(. I tried all the tricks and nothing works.
I found that I can create the workout online and choose ‘send to device’ from the workout screen. It still won’t show up on my calendar on the watch, but I can access the workout by holding the Menu button after I’ve selected an activity. Within that menu the workout is present under MyWorkouts.
Still have issues getting workouts to the watch despite syncing with the app multiple times, restarting both devices.
Sometimes just appears after a few hours but no obvious reason why.

How they could, and on what date, if you did not schedule them? Use the function Add to Calendar in the menu of the workout to schedule it whatever date(s) you wish, and it will sync to the device just fine.
I have fenix5s. I have to create the workouts my PC. This sync to my phone is working.
In the GarminConnect app on my phone, navigate to ...More>Training>Workouts. Select the workout. Export to watch from the upper corner of the app - photo attached. Ssync watch. Then on the watch: After you’ve selected ‘run’ for example, then hold down Menu. Select Training. Select MyWorkouts. On my watch it’s there. I can Do workout.

Yes, and that is all right. But you were complaining it did not appear on your calendar, and that's why I wrote that to have the workout on the calendar on the watch, you first need to schedule the workout in Garmin Connect (regardless whether on the phone app or on the web app). It cannot be on the watch calendar, if you do not tell when you want to do it. Of course, if you just want to select it manually from the list of available workouts on your watch, there is nothing wrong with it.
None of the calendars sync with my watch. I’ve given up on that function. Doesn’t matter where I schedule it - browser or phone.
Interestingly, today’s run did show up on my watch. But neither of the pool workouts i scheduled this week showed up. And neither did my run last week. So, like I said, I’ve given up on the calendar function. I need something that works all of the time without having to troubleshoot regularly.
Adding a workout and sinking again as suggested previously worked for me this morning on Fenix 3.
The Kinetic training plan does this (i.e., every entry has a week, day mark to make it unique)
