My timezone is correct in my garmin profile. My phone time is also correct.
In go to bed with 12500 steps and next day it says 12300.
Do not look at the numbers on the MyDay screen before the bed time! Always verify the detailed Steps screen - only those numbers are truly recorded to your GC account.
If the problem continues, contact the Support and send them the diagnostics (in GC Mobile » Help » Diagnostic Report), demonstrating the sync that does not set the same number of steps to the server side, as the MyDay screen shows. Unfortunately, on iOS there are no sync logs like on Andtroid phones, so only the Support can investigate such cases.
That is unacceptable!! What is the point of having a smart watch if it cannot record something as simple as step data. I'm sorry but a sync should be just that. A sync with the watch, the app and the server. What you are suggesting totally goes against what the Garmin UI and watch is supposed do.
I had a Samsung watch and I never had this issue.

I am just telling it how it is. Personally I have no such problems with my Garmin Instinct 2, and did not have with my old Garmin either. As I wrote, if you want to find the culprit, you'll have to speak to Garmin Support, and send them the diagnostic report from the moment when the problem occurs. Here, on the user forum, we cannot help you more than giving you the tips how to see what steps are recorded in your GC account.
Its not just me that's having this issue. There are others who have different watches. This is a software issue that needs to be fixed, or they need to sort their server out.
Yes I has periods where this worked fine, but I'm tired of this constantly screwing up.
I work in software development and i can trek you this, Garmin are f**kn useless. Their operators couldn't help me at all.

Garmin employees do not intervene here on the forums too often, so I would not count on that. A slightly better chance to be heard, might be on the subforum specific to your device. But not much better. The best way is definitely speaking directly to the support, and trying to have your case escalated to a higher rank, than the first level support, that just gives you the FAQ solutions.
Hey I realise this is an old post but it seems like the best shot I have at fixing the issue on my own 920xt. I tried to do what you said but it hasn't worked so just wanted to check I'd done everything correctly.
I connected the watch to my PC, opened Garmin Express, removed it as a device, then re-added it and synced. I also changed my profile picture on the connect app. I'm still 3k steps down on the app compared to the watch. Tearing my hair out a little as I'm trying to hit 10k steps a day but there's no way I'll keep up my streak if it keeps doing this so if you (or anyone else) have any suggestions I'm all ears.

That could help if you never sync with Garmin Connect on a phone. However, if you have a phantom account, or a different account in Garmin Connect, and another one in Garmin Express, then you will continue having similar problems in future too. I recommend following all the instructions form the originally mentioned document, not only removing/readding it on a single app.
Another possible reason for lost steps can be frequent reboots of your watch - that can happen at watches with corrupted or a buggy firmware or hardware, or at devices with a depleted battery. The best way to avoid missing the steps goal is checking the number of steps in Garmin Connect Web (well before midnight, letting you the chance to fix a potential failure), or tapping the Steps panel on the MyDay screen of the GC app. The detailed Steps screen, or GC Web show the data that are already stored in your account, so those will not disappear (unlike the number on the main MyDay screen of the app that show the life data not et synced to the cloud)
