I too have 2022.11 on the watch. But map manager still tells me an update is available. I select "Update", it's queued and never starts.

What I have done with maps is to delete the .img files on the device , reboot it , connect again to Garmin Express , choose Manage maps, and start from scratch choosing what I want installed.
Doing that If I choose Europe there is a 2023.10 that can be installed.
You can also choose on of three regions with Europe to use a smaller storage space on the device.

I plugged the 955 into my PC today and Garmin Express told me there was a map update available (2023.10). I did the update and now finally have TopoActive 2023.10 on the watch. The on-watch map manager still tells me there's an update available for this map though
Had the same problem. Reconnected the watch a couple of times for other updates and then it disappeared

I had the same problem, and that made me mad. I thought when you buy a premium product, not only price should be premium.
So, I wanted to manage maps with only my garmins, but I failed to download any map. Even if I had enough space for Europe maps, my garmins couldn't download Hong Kong. So I decited to use Garmin Express. I found a computer, installed an app, downloaded maps I want, disconnected my garmins and thought that everything will be good now. I was wrong. Garmin Express told me that I have up to date maps, but map manager on my FR955 told me that there's update available. And I couldn't do anything with that annoying "Update available".
Solution was found by an accident. What I did:
1. Deleted all maps on my FR955
2. Connected FR955 to a computer
3. Launched Garmin Express and downloaded maps to FR955
4. Disconnected FR955 from a computer and selected Map manager on FR955
5. Map manager told me that there's an update available for all maps I just downloaded with Garmin Express
6. I selected Add map on FR955
7. My FR955 searched for available wi-fi networks, then requested map update data, then told me "Map sync complete"
8. Annoying "Update available" disappeared
That's my case, I do not know if it will help anyone else, but from that moment I'm a bit less nervous about maps on my garmins.
