Unfortunately I experienced the bug with a HRM-Pro.
I run 5x800m intervals at a nearly constant speed around 4:00/km and the instantaneous pace was alway below the average interval speed. It was getting close to it only at the very end of each interval.

I hadn't used my footpod in a long while, and it wasn't even paired with my watch any longer. So, I paired it, and gave it a few steady state runs with auto calibration turned on. Then I did the above interval workout. Settings were: speed - always, distance - indoor.
I was very happy with the result. Instantaneous pace matched well with the reported interval pace and were accurate pretty much immediately at the start of the interval. And a bonus, my "execution score" was much better (88%, rather than 30%).
