There *is* a setting you missed, and it does almost everything you want.
Hold UP > System > Format > Pace/Speed Preference > Running…

With my FR955 I tried to create a "Custom" workout (which has the Speed option), but then I can't launch it in a Run session - had to choose Walk or other unrelated activities.
Edit: This was with the Garmin Connect android telephone app. I'm not sure where you try to create your workout...
Thank! That’s exactly what I’ve been doing, but while tedious to create the workout, whilst running I’ve got to recalculate tempo to speed and thats really frustrating. I end up memorising the speeds for an interval training…doable but annoying.

One of my Run session Data Pages on the FR955 contains the Data Fields "Pace", "Lap Pace", "Step Duration" (from the "Workout Fields" options = time or distance remaining for the step) and "Step Pace". Switching to that data page from the default Workout page (with the gauge), I've got all the information I need concerning pace: Current, Lap (same as Step, unless there is an Auto-Lap triggered by eg distance) and the workout Step average pace.
Unfortunately a Run session can not have a "Step Speed" data field, but if you did a similar data page and switched out the "Step Pace" with a normal "Speed" or "Lap Speed", then you could do a quick adjustment of your speed by aiming at the middle of the workout gauge, and then switch to the data field with the more, for you, familiar Speed view. No math necessary, just eyeballing the gauge and then following your Speed number.

There *is* a setting you missed, and it does almost everything you want.
Hold UP > System > Format > Pace/Speed Preference > Running
The default value for Running is Pace but you can change it to Speed.
(At least this setting is available for my FR955. But I think it's been available for at least mid to high range Forerunners - like 2xx and 9xx - for a while now)
When you do this, *all* pace data fields will be changed to speed, including the workout step description, and workout gauge data page.
For example, as a test I created a workout with a Run step with pace range 4:35 - 5:00/km.
When I change the running pace/speed preference to speed:
- On the watch, the workout step description (when you select the workout, but you don't start it yet) says "Run 1.00km" - "12.00-13.33km/h"
- The workout step description which appears at the beginning of the step says "Run 1.00 km @ 12.00-13.33km/h"
- The workout data page with the gauge shows speed in kph
- The out-of-range alerts (e.g. too slow) are in kph
- All the fields which are normally pace-based (e.g. instant pace, lap pace) etc are flipped to being speed-based (instant speed, lap speed, etc.) (Note that any speed-based fields will be flipped to pace)
- Workout step / lap alerts are in kph (not min/km) [or mph, not min/mile, if you were using imperial, which you probably wouldn't be]
The limitations of this setting are:
- data in Connect isn't affected iirc (although I think you can flip the units to speed in Connect itself, at least for some things - and speed is already included for some of the summary stats by default)
- not all of the data in the summary on the watch is flipped to speed

So all that's really missing is a way to specify speed in a running workout in Connect.
If you're looking for a good iOS app to convert speed to pace (and vice versa), I like Pacey. It may not be everyone's cup of tea, but once you get over the slight learning curve, it's very efficient and powerful because:
- pace/speed, distance and time are displayed on the same screen. You can very quickly and easily change any 2 of the 3 metrics to instantly see the answer for the 3rd one. It's not like most pace calc apps or websites where you have to submit a form over and over again to do multiple calcs
- changing pace instantly changes speed, and vice versa
- units (metric/imperial) can be changed independently for pace, speed, and distance. Can be useful if you look at American sources for training advice

Wow, talk about a blast from the past! I had totally forgotten that System setting. After my first Garmin FR70 watch I only visited the choices there on new watches to make sure the units were correct and that the week started on a monday. Eyes sort of glazed past the Pace/Speed option.

Here is a solution to use speed targets in the Connect website workout editor, for running workouts. It will not work in the app, but I see you are using the website anyway.
1) Install tampermonkey: https://www.tampermonkey.net/
2) (Chrome only) Follow the instructions in the tampermonkey FAQ under Q209: Permission to execute userscripts: https://www.tampermonkey.net/faq.php#Q209
3a) Open the user script at greasyfork.org:

3b) Click "Install this script"
3c) A tampermonkey window will open with the script - click "Install"
Open a workout in the Connect website and:
- you'll see speed targets in addition to the existing pace targets, in the text description of existing workouts
- when you edit a workout and select a pace target, you will also see fields for the corresponding speed range. When you update the pace range it will change the speed range, and vice versa
