HRM-Dual Bluetooth BPM issue?

When my new HRM-Dual is on it only shows my BPM on the Tacx app when it is on the HR Monitor mode. When I put it on the HRMDual:265133 (Bluetooth Mode?) it does not show heart rate (BPM). The BPM does not show up on Strava via either method. Does the bluetooth mode not send heart rate info? If not how do I get BPM on Starva using this Garmin HRM-DUAL?

Yeah I talked to garmin this afternoon and they said cause a garmin watch could see it as well as my Apple Watch and my iPhone that it must be a strava issue and to go through them.

but I had just found your thread so I wanted to see if anything had worked
