To add to the mystery, my 1040 Solar (also bought in Europe) offers both cycling and topo maps of Africa, but my 1040 non-Solar (also bought in Europe) does not - it only offers a cycling map for Africa…
Then why do I have a topo Africa?
That is a great question. I am going to need to check mine when I get home now to see if I have any topo maps available to me. I thought all of mine were cycling maps

That could be it. (The 1030+ doesn't come with any Africa map.)
Correct. Garmin does not have a separate cycling map for Africa so users the the Topo map. The Topo maps contain the same data, but they just don't carry the cycling naming.
Hi, are you able to clarify what the differences actually are (beyond naming)? Suspect either routing related info, and/or a different visual emphasis on differing types of roads and trails?
Just checked my 1040 solar, In have both the Topoactive Africa 2022.0 and the Routable Cycle Map of Africa 2023 as well as cycle maps of Europe, america, Australia and New Zealand. No idea why
there are different SKU's based on where they are sold and the preloaded maps vary based on those regions
