However I see that the "ERROR: null" compiler error is one that's around for years and at least 6 generations of the SDK

So you are using vs code.  With that, a new project has no default devices. 

With that you need to go to the command pallet and use "Edit Products" to add devices you support. (you need at least one)

With Eclipse, when you do a file>new>ciq project…
