My guess would be APAC vs ROW, as there are some differences GPS wise.  I think Japan has its own GPS and China does too if I recall

my watch is an APAC version... does it mean that I might need another downgrade file? because I tried the walkthrough of that link twice now and the version remains 4.00

I think yes, it's APAC model, seem the bottom left button can't press and It gets stuck, and try to sync with Garmin Express but still no change, the same screen also. 

i also was sent a firmware v15.11. i haven't join beta program. moreover i use forerunner 955 apac firm, not global(rest of world) firm. but i am satisfied with this version firmware..

APAC customers are super privileged for Garmin! if you are unlucky, you get update in 30 days after US rollout ... otherwise you get them as early as in 100 days!!! All the best
