The Garmin watchfaces are the problem. With AOD on it dims to 30% and with a arm gesture it goes to 60%. For some reason these Garmin watchfaces can't go to 100% brightness in a dark environment.Garmin is aware about this but doing nothing. No priority.
Try a different one from connect IQ and u will get 100% brightness. Falcon X watchface is a good example.
