1. You can't, there is no current feature to enable/disable individual maps (in the current firmware), map management is all done via Map Layers (for groups of maps, not individual maps). This issue is the same for the Enduro 3 and also the Montana 700 and GPSMap67 series of handhelds. Garmin have been asked to add this functionality back, but so far there is no sign of it happening. This is despite the missing feature being asked for as soon as the new handheld models came out!

Just to clarify, on the GPSMAP 67 series you can perfectly fine enable or disable 3rd party maps. But the maps are recognized as the CityNavigator layer so you need to have this layer enabled to have the maps displayed. Source: my GPSMAP 67
Yes, third party maps are only usable when the Map Layer is set to CityNavigator, not TopoActive.
I have confirmed this on my own Enduro 3 and my GPSMap67i (looks like they did add enable/disable individual maps in the last firmware update for the 67i). Hopefully, this will be added to the Fenix 8/Enduro 3 firmware in a future update...
The feature to toggle individual maps has always been on the GPSMAP 67 as long as you had the CityNavigator layer enabled (at least, that is how I remember it and I got my GPSMAP 67 when it came out). One could of course argue that it doesn't make sense to have the CityNavigator layer enabled for this to work...
But anyway, indeed hope that for the Fenix 8 and Enduro 3 this functionality gets restored soon!
Ad. 2 I aded 2 maps (KMZ) to Custom Map folder and they are visible but all others maps are under it so... no chance to switch to TOPO.
For me - user od Forerunners, Epix, Edge - CityNavigator is something new. What it is? Is it a Garmin additional map?
It's Garmin's map for automotive use. See City Navigator® North America NT | Garmin. It doesn't come with the smart watches but you can purchase it and use it own your watch if you have a use case for it.
Interesting why this is a layer on Fenix 8.
In what sense interesting? There are probably some people that have a use case for City Navigator maps on the Fenix (eg motorsport activities), so it makes sense that you can use the CityNavigator maps when you've purchased them your your device
