I have the Vivoactive 5 and am having this problem as well. Came here looking for answers, haven't found any yet.
Have tested a workaround that works! (Android latest version)
1. Uninstall FB Messenger
2. Go to uptodown.com and download November version of FB Messenger version 485.2.0.68.111

No, I have a Xiaomi, same issue, I know a OnePlus user, same issue.
Same problem (F7pro & Google Pixel 7a). Quickl replies to WhatsApp messages do work though.

So this issue has resolved itself for me. Not sure whther it was a Garmin, Android, Samsung One UI or a Facebook update but all working again now....

Same issue for me, Samsung s23 Ultra and Venu 3 (all latest version). Works with quick reply on normal text (sms) messages, but not facebook messenger, have tried:
- Resetting my Venu 3
- Reinstalling Garmin Connect
- Reinstalling Facebook Messenger
- Making sure both Garmin Connect and FB Messenger have all APP Privs settings allowed in the phone.
When I take "quick reply", it actually say "message sent" on the watch, but nothing is sent.
I have contacted Garmin Support about this issue, and sent them video and screenshot about this issue.
Will reply here if I get any good answer or workaround
