Need wireless 28.27

mmm I think you need connect the watch using Garmin Express on PC to download any other component update dont come with sideload software

I did it but it doesn't solve anything....I even backdated the firmware with no solution, it's still v20.22

Try reinstalling the software through the Developer menu (press 8× the Light button while on the screen System » About)

Unfortunately the watch is stuck on the language selection screen. If I go ahead it lets me pair with the phone, but then it says "need wireless v28.27"

Are you sure you cannot access the menu by pressing and holding the middle left button for 2s, and then scrolling to System » About?

Don't give up that fast.

Things like that happen occasionally during updates and probably during downgrades as well. If I couldn't get to the point when I could reinstall via developer menu I'd probably first would try to factory reset using the buttons:

1. Hold the watch with the two buttons facing down so that you can hold down the two buttons with your thumbs:
2. Make sure the watch is turned off.
3. You may need to press and hold the POWER BUTTON for up to 30 seconds to turn off the watch.
4. Press and hold the BACK and START/STOP buttons.
5. Press the POWER BUTTON to turn on the watch while holding these two buttons.
a. After the first beep, release START/STOP.
b. After the second beep, release the remaining buttons.
The reset is successful when the watch completes the power-on process and goes through the initial setup. If you don't see the initial setup, try the steps again.

If you'd be still unable to overcome your stuck condition, I'd try and upgrade/downgrade to another version I have available and try again from there to the version  I initially intended. 

If from the condition your device is in you cannot connect your Garmin to your PC via USB in order to copy the files anymore b/o the condition your device is in you may try the following:

1. Connect the watch to PC
2. Hold the Light button to power the watch off, while hold the Start button.
3. Release Light button, the watch will automatically power on, keep holding the Start button.
4. Check your PC if the watch can connect in USB mode

If there is still no joy try and start with Garmin disconnected at first:

1. Hold the Light button to power the watch off, this time not connected
2. Press and hold the Start/Stop button
3. Plug the Garmin into the computer
4. Wait until the device is recognized by the computer, it may take up to 45 seconds for device to be recognized as a drive. Once recognized let go of Start/Stop
5. Open the Garmin drive > Garmin Folder > copy the files required
6. Unplug the watch and allow it to power on

Or maybe the easiest idea first: Did you try and override the point with the pairing (exit button) and proceed with setup? I do that all the time under normal conditions since I never pair my Garmins. If you could override this obstacle and exit the setup you could do the reinstall as described by trux. You could easily pair the Garmin later..
