So after 6 days now, the issue is solved for me.
On my Phone (Xiaomi MIUI)
1 ) Add Connect app to the automatic start
2) Give full permissions (X6) for Connect app
3) restart the phone

Try removing the watch from Garmin Connect Mobile » Devices, signing out, then back in, and then adding the watch again. Also check other Garmin apps, such as the Garmin Golf, Connect IQ, Explore, Dive…
same with Connect 4.61 with Fenix 5X plus. After reboot smartphone and the watch the issue solve only for one day :-(

Not seeing this happen with my fenix 6X and fenix 5+ with SMS Organiser on Android replying to SMS.
Android. Happens on signal, WhatsApp and my phones sms app (honor 20 pro).
Not sure if I am just doing something wrong.

Same issue here, with the difference that it doesn't send the message twice, but anywhere up to 21 times!
I've tried removing the watch from the Android Garmin app and adding it again and the issue got worse.
I do have custom replies defined to SMS and the one I tend to use most often is a thumbs up emoji. So not sure if that's related, though emoji is an Unicode defined character. Though I've had this issue occur with other stock replies.
There should definitely be some form of de-bounce mechanism in the messaging communication from the watch to stop this occurring.
Same here. Garmin Connect app 4.6 for Android and Fenix 6X Pro. Multiple occurrences of the same reply are sent (between 6 and 10) to WhatsApp and Telegram chats. Already disconnected the device from Garmin Connect and removed the Bluetooth link with the watch on the phone settings. The behaviour is still happening.
Any ideas?

Garmin support suggested to remove the watch from the app, from the phone, uninstall the app, reboot the watch and set everything up again. It worked for a few hours and went back to the same behaviour.
Did you remove the watch and signed out in the same time from all Garmin apps you are using? Including Garmin Connect Web and Garmin Express? If not, then try it again. You can also try temporarily uninstalling all Garmin apps, such as Connect, Connect IQ, Golf, Dive, Explore, etc. Then add back Connect, and wait always a few days before you add any other app again.
I am doing it when i read and post my experience in this thread (1h ago) it's to early to confirm the résolution. If the issue doesn't appear in the week i Hope it will good
