This device cannot be enrolled in the Garmin beta software program at this time. It may no longer be receiving beta software, or the maximum number of enrolled users may have been met.
I contacted support via chat and they can see as it was a pre-owned purchase it is still registered on someone else's account, support can't/won't remove it as I am not that account owner, even though I am the device owner...I'm trying to get in touch with the previous owner but nothing yet, am I out of luck?

I tried to register 11 minutes after the annoucement in this forum. That makes me think the program is not full yet, but I could be wrong...
You may find the previous user had deregistered it but will have to do it again. I accidentally connected mine to 2 different email addresses. i removed it from the wrong one but it somehow reconnected
I also wear a pre-owned 6S Pro, but I am 100% sure the previous owner erased the watch from his account, and I get the same behaviour...
I had a watch stolen. Garmin has not agreed to help me track down the thief or tell me if they attempted to connect the watch to the account.
The watch is still registered to my account and I now know that I shouldn't remove it now.
At least I hope the protection has allowed to block the thief as he did with you.

Support chat sort of skirted that Q when I asked, but apparently checked with 'someone' and then told me to report the issue via the beta reporting process, so I assumed it was connected.
Regardless of that it seems weird it's connected to more than 1 account and can't be removed.

The message OP and others got when they tried to enroll in the beta program. But seems like enrollment worked again later, so it might have been a temporary issue.
I managed to reach the previous owner of my fenix 6S Pro and asked him to de-register that watch from his Garmin Connect account. He did and immediately after this I was able to join the beta program. What a hassle...
