Get one of the QR code apps from the store, it works very well. I even have my vaccination QR on the watch. There are probably a few without a web interface to create the code.

If you actually read most of the CIQ apps they don't do anything such as "upload to the cloud"

Most barcode apps require an internet connection to exchange data. You can see this in the "Permissions" section.

Barcode Wallet does not support QR codes with no intention to do so as the OP requested.
I think the most secure way to do this would be to take a screenshot of the code, write your own CIQ app which displays the image, and sideload it.
If you use a 3rd-party CIQ app from the store, you either have to:
- upload your pass to someone else's site in the cloud
or
- use a companion app on your iPhone or Android to send your pass to the watch (but then you have to trust the companion app)
Even if there was a QR code app that would allow you to specify the code in app settings as decoded text, you still have enter that code in a Garmin app (Garmin Connect, Connect IQ, or Garmin Express) and run the risk that your data is exfiltrated. Plus you would have to decode the QR code in the first place, which would probably mean uploading it to a service.
Of course, even with a sideloaded app, it's remotely possible that your app could get uploaded to Garmin's servers, either maliciously or by accident, but it seems very unlikely.

CIQ apps don't have direct access to the local filesystem, though.
I don't know what I do know for this I wish I could simply transfer an image (the QR..) to my Fenix and show it when needed. Core issue here is that Gadmin/Fenix has no own app/way to show images/pictures (contrary to what smartwatches do).
It's not primarily a smartwatch tho is it, it's a sports watch with some smart features.
