Garmin Pay not working (ever) on Fenix 6s sapphire

I have had the Fenix 6s Sapphire for approx 16 months now and Garmin Pay has never worked.  Prior to this watch I had the 645 music.  Garmin Pay worked perfectly.  I am using the same card, with the same bank on the same phone.

I've contacted Garmin support recently on another issue and they have sent me various instructions to try and resolve the Pay issue but no avail.  I've deleted the device, deleted and re-installed the app plus factory resets, switched bluetooth on and off etc  

In the app I go to 'get started', select my connected device and on the next screen select Visa and get the following 'Error - something went wrong.  Ok.'  Ok takes me back to 'get started' and so it goes around in circles.  If I select one of the other card options I get the same message so trying to add another card makes no difference.  

Has anyone got Garmin Pay working successfully on Fenix 6s sapphire?  Any solutions other than those tried above?  

I've searched the forums and most posts are older although a few 2months old saying it's not working for them either.
