I downloaded a watch face and it has a “no data” info where I think it would show weather data.

Probably it's due to the lack of weather API key.
Go here and grab a weather API key for you;
https://openweathermap.org/
And then copy and paste it like this;
Paste your api key from watchface settings on connect iq or garmin connect using your phone. Then go outside and open gps or start an activity with gps like running and wait until gps connected.
Weather info is supposed to be seen in 20 minutes after having connected to gps. And your watch needs to be paired to your phone as well.
