I'm confused about the Fenix 6s Pro wrist band sizes?

Yes. The key measurement is the width of the band.

She's blond and 6ft 2in tall. 6ft 2in tall blond girls don't have wrists like a pigeon's leg!

Ok, so I've found that the website is wrong and that's why it was confusing.

The Fenix 6S standard 42mm watch states that it fits wrists up to 182mm. Yet the replacement rose gold/white small/medium bands under accessories for the Fenix 6S 42mm standard, states that they fit wrists up to 220mm, a full 38mm larger. This confused me as I thought, why would the smallest size in the replacements be larger than the ones on the original watch? 

The fact is that they aren't, because the original watch plus bands is actually 220mm long, therefore the size stated for the watch on the website is short by 38mm. This means that I needed to buy the larger bands instead to increase the watch size. Why didn't I measure her wrist, well, it would have kind of killed her birthday surprise.

I've asked Garmin to review the info on their website whilst asking for a replacement size. 

Hi Darren, I’m hoping you see this and can provide an update.  Just purchased the 6s Pro in white and rose gold and had the same issue with the original band and the “longer band” off of the Garmin accessories site.  Such a disappointment as I thought I could wrap this issue up.  I too am a 6’ blonde with non Pigeon legged wrists :). Thanks!
