My Fenix 6 Pro goes to the last widget in the glances list. Is this normal? How can I get it to go to the first one?

You are probably pressing the left middle button. Try pressing the left bottom button.
Are you pressing the up or down button when you open widgets? Press down to go to the 1st widget in the list, press up for the last.
