How do I turn off the LEDs on the back of the watch?

I realize this may seem shockingly abnormal, but I have no use for either Garmin Pay nor the Heart Rate Monitor. So how come, having not set up Garmin Pay (there's no wallet) and having disabled the Heart Rate Monitor both via the widget and by enabling Battery Saver, I still sometimes see the LEDs on the back of the watch come on? That is what they're for, despite no direct reference I can find in the manual?

Go to Sensors and Accessories and turn WHR off.

Did that, thanks. Make that three ways I've disabled it. Wait a minute: how can they be redundant? Are any of these functions paying attention to what's really going on at core?
