It is not. Developers do not have access to that chip - it is currently only available for use with Garmin Pay.
Developers DO have access to the Bluetooth so it is possible that if you have a Bluetooth smart lock that someone could develop an interface to unlock it. Check out the Garmin App Store to see if someone has developed an interface for the smart lock you have or are looking to purchase.
