I wear my HRM strap a lot. I'm wondering if my Fenix can use my HRM strap for heart rate monitoring instead of the wrist sensor during day-to-day activities. Meaning, I'm not recording an activity.

No, it will disconnect the HRM strap after a while. You need to stay in an activity.
Except for lately that’s not what’s happening. My HRM-Run sitting we it my gym bag has triggered a high HR alert a couple of times recently. It is staying on and connected and sending absurdly highly HR values over 200bpm to my watch after an activity is over from inside my bag.
Long term issue that Garmin seem to be struggling to resolve. That still does not get away from the fact that an external heart rate monitor cannot be used for all day tracking.
Ending an activity does not shut the HRM down. It needs about 2 minutes of no HR detected AND no movement. Driving with the HRM in your gym bag may well cause the HRM to stay live.
