I don’t have any problems with pulseOx. Are you sure you don't have the bracelet too tight and not too loose?

Nobody has said anything about wearing it in the middle of your forearm so please less of the drama. However you should ensure it is worn clear of the wrist bone (despite the picture from Allalin72 showing it over the wrist bone) and appropriately tightened to exclude external light. If you have a problem with pulseox and you are certain you are wearing the watch properly then you might have a problem with your watch. In which case contact Garmin Support and speak with them.
Hyperbole aside, two fingers up from my wrist bone is pretty darn close to the middle of my arm. My forearms muscles are too large to allow a watch to stay in that position without sliding down to my wrist. So at least for me that is not an anatomical option. However, I do wear it above and adjacent to my wrist bone and I routinely get low readings compared to a finger pulse ox meter.
