It is not the TR that counts the steps, it is the watch - because he used TrainerRoad instead of starting an Indoor Cycling activity on the watch. Only when you start a cycling activity, the watch stops…

I've never seen that. One user here before some days says that epix count steps in his car or something. In my case epix 2 counts my real steps even if i am on a plane or on a starship. Is very accurate.
It's a bummer. I'm losing faith in the technology. It's one thing after another with this watch.

Have you used trainerroad directly or using at the same time an indoor activity?
If not I assume you wore your epix in your wrist and the move iq was on.
If so, and you moved your left hand in a way epix thought you were walking instead of cycling it began counting steps.
If you don't want that happen, you can turn move iq off.

I bike as much as I run and I can say that my Epix has never counted my bike ride as steps, other than maybe me walking around ON the bike ride, as can happen. But for me, rides do <not> add any steps to my totals. Don't know what to tell you -perhaps as has been stated, your watch is starting up a MoveIQ activity - check your mobile app, the main page with all the data listed on it (called the 'My Day' view) for the date in question and see if there's not a walk activity that might have gotten recorded using the MoveIQ function. I noticed move iq was on yesterday when I was trying to understand why this happened.
Yeah, I wear the watch for HR during the TR workout and then sync the TR workout to Garmin afterward.
Try turning it off and if it happens again post it here. It should not happen again.

When importing a cycling activity from TrainerRoad, instead of using the watch, the watch continues working normally and will hence count any rhythmic motion as steps.
