It is not the TR that counts the steps, it is the watch - because he used TrainerRoad instead of starting an Indoor Cycling activity on the watch. Only when you start a cycling activity, the watch stops…
MoveIQ has no impact on the step detection. To prevent the counting of steps during a ride, you have to start the Indoor Cycling activity on the watch. When importing a cycling activity from TrainerRoad…

Yup. I just confirmed. I Synced TR again with Move IQ off, same result. Back to dual recording for me.
