After upgrade to 20.00 I see usage about 12% for 16 hours.
It's higher than on 19.10 version.

UPDATED 8/14/2020:
If you watch shows 3.30(!) when going to Settings > About, please use Garmin Express to update it to version 3.40.
If you continue to have issues after going to Display v3.40, reset…
UPDATED 7/14/2020:
We are currently looking into a reports of abnormal battery drain and/or 3-7 second delays between button presses and moving in the menus.
On your Fenix 5X/Tactix Charlie, when you go…
I see about 22% in 24h without any activity.
In my case even much higher, 48 bours. With 1 hour of gps based activity
Version 19.1 wasn't good for me. After charging I always had 15% drop in a couple of hours then it would settle to about 9% per day without activities. Now, after 3 days, and with a 40 minute trail run it's at 63%
It should stay for an hour more after fully charged and you won't have this problem. Also you should deplete completely the battery every two three months. But now it's a software issue. Garmin should fix it ASAP.
You probably use the standard watch face?
I intentially didn't register any activity for 4.5 days to check the flat battery usage with third party watch face. It's 0.8% per hour. Then I'll do the same with standard watch face and I assume that there won't be any battery or widget scrolling lag issues.
Yes, just the standard face.
Worked around this, for my own situation.
After seeing the extremely high battery use on 20.00, I uninstalled all my non-Garmin widgets and apps. I left my custom watch faces installed, but switched to the most basic Garmin watch face. Battery usage went (almost) back to normal. After leaving it this way for a day I switched back to my custom watch face (ActiFace). Battery usage stayed normal.

This is interesting. I checked ActiFace and saw, as I suspected, that there was an update 3 days before 20.0 was released. I wonder if your reinstallation gave you an update that you were missing.
I didn't actually reinstall ActiFace - just switched to the default watch face for a while then switched back.
With stock watch face after 17.9 hours, 5.2% of battery usage, approximately 0.3%/hour. No any activities registered. Battery consumption as usual. The problem comes from the third party watch face, which Garmin v.20.0 doesn't handle correctly. There is more serious problem with v20.0 - it counts steps when you shake the watch as a cheap step tracker do, even worse. Noticed that when I pumped the the tire of my bike. It counted a step with every stroke!
