If the device itself is saying that after you are active online usually it is because you are not getting a good enough satellite signal or you are not waiting long enough. It can take up to 20 minutes to complete and you will want to make sure you are not standing too close to the house or building and that you are not underneath anything.

5719745 Hello, has the device activated for you? It may take some time sometimes to get a unit activated. Typically it will activate fairly quickly online and then you would need to take it outside to finish activating. This may take up to 20 minutes or sometimes longer if it isn't getting good enough satellite connection. I also then recommend updating and syncing the device.

Same here I'm in Brazil , solo sailing in a few hours , activation pending on the website , device outside , nothing written on it , all synchronized with my phone and up to date . need support asap
Open a support ticket with your local support organization.
The forums are not an official support channel. You may get a response here from Garmin-Leslie, but a ticket will be faster and more effective. If you have a choice, opt for chat or phone. Forum feedback indicates that email is less effective.
There WAS a brief period of delayed activations on November 15. You can check status here:

You can also sign up for email notifications on that page. This is a good idea. Right this minute, the recent incident list at the bottom shows both a delay in activations AND a maintenance window overrun. Yet the "status bar" is all green.
The moral of this story: If you have a new device, or if you need to reactivate a freedom plan, do not wait until the last minute. Start a couple of weeks in advance of the trip. Granted, you should not NEED to do this. But you should.
I activated via the website - then took device outside. Took about 10 minutes for the device to activate.
Mine took about 2 hours to go through (it said “Activating” the whole time). I was sure it was stuck in a loop but finally it went through. I set up the subscription on my phone through the Messenger app.
