I too have the same problem with a new activation of mini 2. The billing information looks good, but the activation part just hangs. Restarting it on any app or web form end in the same pending activation message upon hitting next on step 1. Then you are stuck.
The provided status page shows no problems, but I certainly hav some.
The only odd thing I see in my information is the Mini 2 claims that I registered it in April of 2022, instead of May 2023.
After a few more searches I'll open a case.
Is this a "used" device or purchased new? Either way, the incorrect registration date indicates a problem on the Garmin server end. A support ticket is likely the only recourse.
I've got exactly the same issue. Brand new mini2 trying to activate, paid, and it's stuck on Waiting for Response for close to 1 hour now. Clear skies, I am outside, on the website it tells me that Activation is Pending and so I can't do anything. The status page shows all services are up. I filed in a ticket via the support service.
Have to say that this doesn't instill much confidence in the device and the service, which is meant to be good for emergencies!
I agree- not a good start experience with a mini 2. Cross my fingers that the activation will be done soon.

For me, it took 48 hours for my subscription activation to go through. Eventually you should receive an email from Garmin saying "Thanks for Activating Your inReach Mini 2" and listing "inReach Activation Confirmation" with the IMEI and subscription info. They send a different email earlier saying the device is registered, but that's different from activated.
During that the weird limbo period, if I tried to activate my Garmin from various places, it would either say "activation pending" or that there was no subscription. Super weird, but now everything works.
So, give it a couple days after paying for the subscription and wait for the email confirmation.
That’s exactly my problem subscription showing as deactivated despite inputting credit card and I even loaded funds to the account and I can’t reactivate I’ve been onto Garmin support who have logged a ticket with tech in the US (I’m in Australia) maybe I just need to wait and it will sort itself out
