If CIQ app enables SENSOR_ONBOARD_PULSE_OXIMETRY, full-screen prompt tells the user "this setting will reduce battery life"

2 problems here:

- the user didn't trigger this action via a setting, and they probably didn't do anything to make the app enable the sensor, so the prompt is both mysterious and unfriendly

- according to some reports, the user can't even dismiss the prompt at all

I can see this on fr955 firmware 23.20 although it's existed before that.

This is 2nd recent case where some generic firmware prompt is negatively affecting CIQ apps.
