Fix location permission pop-up

I have an iphone 17 pro max running on software version 26.3.1.  Every time I "close" my phone and "reopen" it, I get a locations permission pop-up asking me to select CHANGE TO ONLY WHILE USING or ALWAYS ALLOW.  I keep selecting ALWAYS ALLOW but this pop-up keeps appearing every time I "open" my phone.  It's really *** annoying.
