It sounds like this is the same issue from https://forums.garmin.com/developer/connect-iq/i/bug-reports/samsung-android-10-update-causes-watchfaces-to-not-update . It doesn't look like the issue is unique to Android 10 like that report suggests. They will share a ticket for now, until any potential differences can be identified.
