Can't install SDK 3.2.1 cos of Artifact not found...

Very exciting to install 3.2.1 but can't cos Eclipse reporting:

An error occurred while collecting items to be installed...

Artifact not found: https://developer.garmin.com/downloads/connect-iq/eclipse/plugins/IQ_AppSettingsEditor_3.2.2.jar. ...

Also tried access via web browser https://developer.garmin.com/downloads/connect-iq/eclipse/plugins - 403 Forbidden

It seems something is wrong on the Garmin Developer web site(s)
