bug: venusqm CIQ version isn't updated

On a physical venusqm the API level is 3.3.6, but in compiler.json it's only 3.3.1 and here: https://developer.garmin.com/connect-iq/compatible-devices/ it's only 3.3.0

    In the other thread, a CIQ team member also pointed out that device files used to be distributed with the SDK, so you could easily go back to the old devices by using the old SDK.

    They switched to the current method because they ended up having to release minor versions of the SDK just because devices were updated.
