bug: datafield post-install flow

fr965, FW: 25.04, CIQ 5.2.0, Connect IQ android: 2.40

FYI: there's no error in ERA Viewer.

This might explain why some devs reported in the past few weeks that users report that they are not able to install datafields.

    A lot of work has been done in regards to keeping track of CIQ datafields that would on rare occasion get out of sync when installing and uninstalling CIQ datafields. These changes are included in firmware 26.00. Rebooting the device should get back to the proper state of CIQ datafield count. 

    If this issue is still occurring on 26.00 or greater please let us know.
