Allow creating master channels on ANT+ network

Currently when trying create a master channel on ANT+ network it throws the following exception:
Master channels on the ANT+ network are not allowed.

I do understand that creating master channels on ANT+ network from a Garmin device seems unnecessary, but I have a case where it would be beneficial.
My case:
I created a data field that controls ANT+ lights (Smart Bike Lights) and my intention was to extend it so that the data field could be also controlled by a remote controller like Garmin Varia Remote or Bontrager Transmitr. As these remote controllers need to be paired with the ANT+ lights to work, my idea was to implement the ANT+ Bike Light profile in the data field so that the remote controller would be paired with the artificial ANT+ light, which will allow the data field to control the button/s behavior.

FYI, for devices that are using 64bit network keys, it is already possible to create a master channel on ANT+ network by creating a private ANT channel and using the ANT+ network key. I tested a prototype of ANT+ Bike Light profile implementation on my forerunner 245 and it works, I was able to pair the forerunner as an ANT+ light on Edge 1000. Unfortunately the prototype does not work on Edge 1000, as it is using the 128bit network key, which I was not able to find for ANT+.
