3.2.3 SDK and latest devices show edge devices doesn't have weather, but it's there on actual devices

In the sim, with a 3.2 target, the edge530,830,1030,1030+ indicate that Weather is unavailable ("has :Weather" returns false) but its actually available on the real devices with a 3.2 VM

This is the same problem as the setAntiAlias issue mentioned in these threads

We are pretty confident we know what the problem is and know how to fix. Once it is fixed, it will require device configs to be re-downloaded.
