What is the meter on the right of time with the abbreviation SA?

1. What is the meter on the right of time with the abbreviation SA? Is this the daily achievement meter?

2. What is the difference between daily achievement meter & level? My SA currently reads 38%, but level reads zero!

How do I change from 12 hour format to 24 hour clock ?
