Lost developer signing key: can I still update my Connect IQ Store app?

I publish the watch app SaunaGray on the Connect IQ Store). It's had about 29 releases, up to v0.0.29.

When I tried to upload v0.0.30, the Store rejected it with:

▎ Signature check has failed. All app versions must be signed with the same key pair.

I no longer have the original developer key that signed the earlier versions. <one sentence on what happened, e.g. "It was on a previous machine that has since been wiped."> The key on my current machine is a new one. I've already searched my backups.

My questions:

1. Can Garmin reset or re-associate the signing key for an existing app if I prove I own the developer account?
2. If not, is publishing a new app with a new app ID the only option? And is there an official way to point existing users of the old listing to the new one?
3. Can any user data (Application.Storage or settings) move across to a new app ID, or is it always lost?
